Position Description: RAND is seeking a Manager of Regulatory Reporting to be responsible for the preparation and submission of our regulatory filings to international, federal, state and local government agencies and the management all of the related audits.

Additional duties will include, but are not limited to: -Drafting tax schedules related to information reported in the annual 990 Form to support our external tax preparation firm.

- Reviewing routine regulatory returns such as census reports, property tax returns, sales/use tax returns, state registrations and escheat filings for all required states and jurisdictions.

-Managing RAND?s relationship with the Defense Contract Audit Agency (DCAA), RAND?s auditor for federal government contracts and grants.

- Preparing regulatory filings for Associate Director?s review.

-Managing other regulatory audits, including, but not limited to property tax audits, sales/use audits, benefit plan audits and the annual OMB A-133 audit.

- Assisting in the development, implementation and monitoring of policies and procedures to ensure compliance with laws and regulations.

-Consulting with, making recommendations to and training internal clients in areas such as timekeeping and handling unallowable costs.



General requirements:
-Experience with regulatory filings is required -Experience with DCAA is highly desirable -Experience with not-for-profit accounting, the Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS) is desirable -Knowledge of RAND and Do

D security rules and regulations is desirable – Must be highly motivated with consistent attention to detail.

- Must have superior communications skills; able to assess what information is needed and effectively communicate to all internal and external clients

Headway is currently looking for Bilingual (Spanish/English) individuals to administer and proctor standardized tests given to youth participating in local summer programs in Dallas, TX. The administration is part of a study being conducted by the RAND Corporation, a non-profit research organization providing objective analysis and effective solutions that address the challenges facing the public and private sectors around the world.

POSITION TYPE AND DURATION

Position is part-time, hourly, and temporary. Six days of employment available in June and six days of employment available in July. Dates of training and test administration are as follows.

Dallas dates:

Telephone training: 8-12 hours week of June 4, 2012

In-person training: June 11, 2012

Data Collection: June 12-15, 2012

JOB DESCRIPTION

The purpose of the project is to study summer learning programs for elementary students in Dallas, TX. Standardized tests will be administered to students during the first and last week of the summer program. Test administrators and proctors will travel to schools and oversee the administration of the tests in classrooms with up to 30 participating youth. Test administrators and proctors must help set-up the computers for testing, distribute hard-copy test materials, provide directions to students for testing following study protocols, keep accurate and detailed records, maintain communication with supervisors, and adhere to strict confidentiality guidelines provided by the project.

JOB REQUIREMENTS
?Previous experience in teaching, school administration, test administration, working with youth, or coursework/professional experience in education and related fields is preferred.
?FOR DALLAS: Spanish/English bilingual fluency is required for the position. Applicants will be evaluated in both languages.
?Friendly, approachable, confident personality
?Must be able to attend trainings and test administration on specified dates.
?Comfortable working with diverse populations.
?Excellent time management and record-keeping skills

?Ability to pass a background check

TRAINING
